Exploring Utility Rate Affordability

This presentation will explore the topic of utility rate affordability by first discussing factors that are driving affordability concerns. Second, we will discuss various ways to assess affordability at the local level focusing on the subset of customers that are impacted the most by utility rate increases and discussing various customer assistance programs (CAP’s) that are being implemented by municipalities to help defray utility costs to ratepayers. Finally, a case study will be presented by the City of South Bend sharing insight as to the City’s affordability challenges and a CAPs program that is being considered to defray the impact to its customers.
