Since its inception, circuit breaker legislation has served as a benefit for taxpayers and a burden on municipalities in high circuit breaker environments. This workshop will guide attendees through the environment of circuit breaker prior to, during, and post implementation, providing a snapshot of the impacts to the tax rate payer as well as techniques and strategies for local units of government to find money in the couch cushions.
